dc.description.abstractThis report documents the inaugural year of operations for the Department of Environment and Conservation (DEC) New South Wales following its formation in September 2003 through the merger of the National Parks and Wildlife Service, Environment Protection Authority, Resource NSW and Botanic Gardens Trust. The report details DEC's establishment and integration of the former agencies while maintaining delivery of core environmental protection and conservation services. Key achievements included: implementing pollution reduction programs resulting in improved air and water quality; expanding the protected area system by nearly 49,000 hectares; developing the first Extended Producer Responsibility Priority Statement for waste management; conducting comprehensive State of the Parks reporting; and strengthening Aboriginal cultural heritage protection. The report outlines DEC's new organizational structure and governance framework, financial performance ($339 million in expenses), and progress against environmental, social and economic indicators. Major challenges included managing the complex merger process, establishing Department-wide systems, and implementing budget savings while maintaining service delivery. The report provides insight into the challenges and opportunities of integrating previously separate environmental agencies into a consolidated department with broader conservation and environmental protection responsibilities.en
