The Public Trusts Act 1897 (Act No.8, 1897) provided for the appointment of trustees for land which had been gazetted for "public purpose" under the Crown Lands Act of 1884. On 18 January 1902 under the Public Trusts Act 1897 the Governor appointed the Secretary of Mines and Agriculture, the Undersecretary for Mines and Agriculture and the Government Geologist as trustees for Reserve No, 30,252 at Jenolan Caves, County of Westmore-land, parish of Jenolan, for preservation of Caves.
On 23 April 1997 the Trust was dissolved and a new Trust created when the National Parks and Wildlife Amendment (Abercrombie, Jenolan and Wombeyan Karst Conservation Reserves) Act 1997 No 2 (NSW) established the Jenolan Caves as a Karst conservation reserve and transferred its management from the Crown Lands Act and amended the National Parks and Wildlife Act 1974.
In 2005, in accordance with the National Park and Wildlife Amendment (Jenolan Caves Reserves) Act 2005 (Act No.83, 2005), the management of the reserve transferred from the Trust to the Director-General of the Department of Environment and Conservation. All but 50 hectares of the reserve was transferred to the department in 2006. The Trust retained interim care, control and management of the remaining 50 hectares of the reserve, called the Jenolan Visitor Use and Services Zone
